If i remember correctly, size 10-19 inner sea could have resources, but you couldn't build boats. also lakes were only size 1-5 bodies of water originally, inner seas were size 6-19. later in gods&kings patch ability to build boats was changed to cities which were next to inner sea of size 10 or larger (originally limit was 20).. Open up production tab and then should be able to make work boats (right under workers), when completed the triangle tab will show up where workers do, left of the city nameplate. remember my motto. Why can't we build harbor and boats in a city located at the bank of river that flows into the ocean anyway? such a strange omission imo. civ 5 rivers are braided rivers :) #2. eoghammer work boats would make a lot of sense being able to go up rivers but i guess theres a risk and reward part to where you settly your cities. if you want.
